How the same color looks completely different on different grounds

A design system defines a "primary text" color as #1A1A1A. In the main content area (white background) it looks dark and readable. In a card with a light blue (#EBF4FF) background, the same #1A1A1A text looks different.

What perceptual phenomenon is occurring, and is it a problem?
